Joe Evans

Joe Evans

I’m Joe Evans—a father of five, veteran, and fifth-generation Idahoan. My family reflects the values that built this state: service, skilled trades, education, and hard work. My children include an Air Force veteran now pursuing an electrician journeyman card in the Treasure Valley; an Air Force couple raising two grandchildren; one forging a path in the private sector; an Air Force Chinese linguist stationed at Fort Meade, Maryland; and the youngest attending the College of Western Idaho. With deep Idaho roots going back to statehood, I’m committed to preserving opportunity, strengthening families, and ensuring Idaho’s future remains grounded in liberty, responsibility, and self-governance.

TopicCandidate’s Explanation
✓+Responsibility in GovernmentRepublican principles include limited government, separation of powers, fiscal restraint, and accountability. Public officials are stewards who must operate within constitutional boundaries, protecting individual liberty and state sovereignty.
✓+Citizen InvolvementA strong republic requires informed, engaged citizens. Transparency, accessible elections, grassroots participation, and accountability strengthen self-government. Government is most effective when citizens actively participate, hold leaders accountable, and uphold their constitutional rights and responsibilities.
✓+EducationEducation should prioritize academic excellence, parental involvement, local control, and transparency. Schools must focus on core subjects and equip students with practical skills and civic understanding. Parents—not federal bureaucrats—should have primary authority over their children’s education.
✓+AgricultureAgriculture is foundational to Idaho’s economy, heritage, and food security.
✓+WaterWater is vital to Idaho’s agriculture, economy, and long-term stability. Protecting established water rights, upholding prior appropriation, and ensuring local control are essential. Federal overreach must not undermine Idaho’s authority to manage and steward its own water resources responsibly.
✓+Natural Resources / EnvironmentIdaho’s natural resources should be managed responsibly, balancing conservation with productive use. Decisions should prioritize local control, private property rights, and multiple-use principles. Environmental stewardship and economic vitality are not opposites—they require practical, Idaho-led management rather than federal overreach.
✓+EnergyIdaho and the nation benefit from reliable, affordable, and domestically produced energy. An all-of-the-above approach—supporting traditional energy, hydropower, nuclear innovation, and emerging technologies—strengthens energy security and economic growth while limiting unnecessary federal mandates that restrict responsible development.
✓+Idaho National LabIdaho National Laboratory is a strategic national asset and a cornerstone of Idaho’s economy. Supporting nuclear research, national security missions, and energy innovation—while ensuring environmental responsibility and local engagement—strengthens both our state and the nation.
✓+Private Property RightsPrivate property is a foundational principle of liberty and economic stability.
✓+State / Federal LandsIdaho should pursue greater state and local control of lands within our borders and work to limit and reduce excessive federal ownership or administration. Land management should be Idaho-led, multiple-use, and focused on access, stewardship, and public safety.
✓+WildlifeWildlife management should remain with Idaho, protecting hunting and fishing traditions and private property rights. I oppose federal designations that restrict access and support Idaho’s ability to manage predators, including opposing reintroduction of wolves and grizzlies.
✓+EconomyA strong economy is built on free markets, low taxes, regulatory certainty, and protection of private enterprise.
✓+Health and WelfareHealthcare should prioritize medical freedom, patient choice, and ending federal micromanagement, while welfare programs should protect the vulnerable and incentivize self-sufficiency and work
✓+American FamilyStrong families are the foundation of a healthy society. Public policy should protect the role of parents, uphold the dignity of life, and reinforce the importance of marriage, personal responsibility, and community stability while respecting constitutional limits on federal authority.
✓+Older AmericansSeniors deserve dignity and independence. We should not penalize older Americans who continue working, and we should ensure accessible support services for those who truly need assistance—without wasteful bureaucracy.
✓+Law & Order w/ JusticeWe must enforce the law with due process and equal justice, focus incarceration on violent and dangerous offenders, and use proven alternatives for nonviolent cases when appropriate—while protecting public safety and constitutional rights.
✓+Securing the BorderA nation must control its borders to preserve sovereignty and security. Federal government has a constitutional duty to enforce immigration law, prevent illegal entry, combat trafficking, and protect communities—while maintaining a lawful, orderly immigration system consistent with national interest.
✓+Election of Idaho JudgesI support increasing judicial accountability to voters, including Idaho’s ability to elect judges through a partisan election process, and I expect judges to apply the Constitution as written—not legislate from the bench.
✓+Religious LibertyReligious liberty is a foundational constitutional right.

Survey and Interview Responses

How long have you lived in Idaho?

I’ve lived in Idaho nearly my entire life. I was born in Texas during a brief family relocation, but we returned soon after. I was raised here, built my life here, and my family’s roots in Idaho go back to statehood.

How long have you been a Republican? Any prior party affiliation?

I’ve been a registered Republican for over a year. After leaving the military in 2013, I registered as a Libertarian and later ran as one. I ultimately joined the Republican Party because I believe it is the most effective path to advance my deep commitment to constitutional limits and restrained foreign policy.

Have you been involved with any political organizations (IACI, Idaho Majority Club, IFF, etc.)

No formal affiliations. My involvement has been grassroots and issue-driven rather than tied to any institution or outside group. My positions are grounded in principle and constitutional conviction.

Have you supported candidates from another party?

Yes. While registered as a Libertarian, I supported Libertarian candidates including Joe Jorgensen and Chase Oliver, and I ran as a Libertarian in Idaho. I later joined the Republican Party because I believe it offers the most effective path to advance my principles of limited government and restrained foreign policy.

Why are you running for this office?

I’m running for U.S. Senate because federal decisions directly impact Idaho families. As a veteran and father of service members, national security is personal. I want to restore accountability, reduce spending, defend state sovereignty, and ensure Idaho has principled representation.

Have you held elected office before?

No elected experience. My background is in military service, private-sector work, and community engagement, and I view this as citizen leadership rather than career politics.

What makes you qualified for this role?

I bring military service, private-sector experience, and a constitutional framework. As a veteran and father of service members, I understand national security personally. My background gives insight into how federal policy affects working families and small businesses.

What are your top priorities in your first year?

Repeal outdated war authorizations, restore Congress’s war authority, support a balanced budget, and reduce federal overreach to strengthen state sovereignty.

How have you served your community (boards, nonprofits, etc.)?

My leadership comes from military service, private-sector work, and grassroots civic engagement rather than formal boards. I’ve focused on mission discipline, accountability, veterans’ issues, and constitutional education.

Fiscal conservative

Yes. Fiscal conservatism means disciplined spending, honest budgeting, and long-term stewardship. I support reducing spending, eliminating waste, restoring budget order, and moving toward a balanced budget grounded in constitutional limits.

Social conservative

Yes. I believe strong families, personal responsibility, and community stability are essential. Government should protect life, faith, and conscience while allowing many social issues to be addressed at the state and local level.

Share your one minute elevator speech.

I am Joe Evans, a native Idahoan and combat veteran who deployed to Afghanistan and Iraq four times. I am a constitutionalist who believes we must return to a small federal government. I stepped forward because Idahoans deserve a real choice on the ballot. Democracy requires options, and my name gives voters the chance to review the record and decide if they want something different.

What is your plan to advocate for your top priorities?

My top priorities are restoring public lands to the public trust so Idaho industries can use them, and supporting unique state programs such as the Idaho National Laboratory (INL). I will network with colleagues in the Senate to build teamwork and advance issues that strengthen Idaho’s economy and way of life.

Where do you see harmful federal overreach in Idaho, and how would you return authority to states and local communities?

The most harmful federal overreach is the federalization of social programs, especially the Department of Education’s continued steering of public education, which has hurt Idaho. I am also concerned about federal support for corporations that extract wealth from our state without ensuring local workers can participate. A prime example is Monsanto’s glyphosate pollution of former dairy lands now used for housing.

What steps would you take to reduce federal spending, address debt, and restore fiscal discipline?

The House controls the purse, but the Senate must approve spending. I will vote against omnibus bills and insist on individual appropriations. I support bringing our troops home, reducing military adventurism abroad, and redirecting those funds to develop American industries here instead of encouraging offshoring

What is your position on the SAVE Act and federal efforts to strengthen election integrity?

Election integrity is a state issue, not a federal one. Efforts like the SAVE Act would give Washington more power over states and undermine the Tenth Amendment. The best path is to shrink the federal government so states can manage their own elections and protect their culture.

How would you protect access to federal lands for grazing, timber, recreation, and resource use while supporting rural economies?

I support using the overturning of Chevron deference to direct the BLM to return greater control of federal lands to the states. I will work with Idaho’s legislature on measures like Ben Adams’ constitutional amendment to ensure public lands serve grazing, mining, ranching, and recreation while protecting rural economies. Control belongs to the state; ownership to the people until responsibly managed. The BLM must honor public access.

How do federal immigration policies impact Idaho, and what changes would you support to enforce laws and protect workers?

Current federal border policies create problems because ICE operates outside clear constitutional authority and violates the 4th, 5th, 9th, and 10th Amendments. Programs like 287(g) risk federalizing local law enforcement through agreements that remove state independence. I support defunding NGOs (such as the International Refugee Commission and Catholic Charities) that import undocumented and unvetted individuals with taxpayer funds. I favor expanding legal, vetted agricultural work programs to meet Idaho’s labor needs while protecting American workers and state resources.

Do you support term limits for members of Congress?

I strongly support term limits for both the House and Senate. We were meant to be citizen legislators who serve one or two terms, pass needed laws, then return home and live under those same laws. Congress has exempted itself for over 50 years. That is not sustainable.

What is your stance on legalization of marijuana?

I believe Idaho needs a medical cannabis program with solid guardrails to ensure essential medical freedom. The current initiative being circulated is a strong model that balances medical need with temperance. Federally, I will advocate for reclassifying cannabis to Schedule III and fully qualifying hemp under the Farm Bill.

How will you stay accessible and responsive to your constituents?

I will keep Idahoans informed through regular Zoom town halls, media appearances, and weekly recorded sessions—ideally held on Saturdays. Everything will be available online so constituents can watch at their convenience and share concerns directly with me and my staff.

What question do you wish voters were asking—but aren’t?

I wish more Idaho voters would ask: Why are we at war in Iran? This conflict is driving up global energy prices and disrupting supply chains, which sharply increases costs for fertilizer and other farm inputs. The commodities exchange does not adjust for these rising expenses, squeezing our farmers and raising food prices for Idaho families.
