Nancy Merrill
I am a lifelong Idahoan and have dedicated decades to serving Eagle. As a former City Council Member and Mayor, I guided Eagle through years of growth while protecting its community spirit. Later, as Director of Idaho State Parks and Recreation, I oversaw 30 state parks and programs serving hundreds of thousands of Idaho families. I’m running for Eagle City Council to bring experienced leadership, proven problem-solving, and a strong commitment to keeping Eagle a place where families thrive. My husband Galan and I are proud parents, grandparents, and great-grandparents.
Survey and Interview Responses
Why are you running for this office?
There are two open city council seats that need leadership and experience. I am an experienced leader with proven results, and am dedicated to preserving Eagles charm while guiding careful growth.
What are your qualifications?
I was Eagle’s mayor for five years, on the Eagle City Council for seven years, and the Director of Idaho State parks for five years.
If elected, what are your goals?
I would like to bring back civility to City Council meetings. I want to build trust with our citizens, especially with those who have moved to Eagle. I would like to work on updating the Design Review Standards and tighten codes that became lax during the recession and Covid.
What experience do you have serving on boards, commissions, non-profits, etc. where you have been of service to others?
I’ve served on the Compass Executive Board, was the President of the Association of Idaho Cities, President of the Treasure Valley Partnership, on the National Parks and Recreation Board of Directors, and St Luke’s Community Advisory Committee
Do you consider yourself fiscally conservative?
Yes. As the Director of Idaho State Parks and Recreation I had my budget cut my 80%. I was able to keep all 30 parks open by not purchasing new cars or equipment or adding new full time employees. I lobbied to pass a bill to change a $40.00 a year fee to enter the parks to a $10.00 fee that could be paid at the time of registering a car. This gave the user a Park Pass Sticker that would allow entrance to all 30 State Parks. This generated $1.2 million the first year.
Do you consider yourself socially conservative?
Yes I try to preserve and uphold traditional values and beliefs at all times.
As a former City Councilwoman and Mayor, what accomplishment are you most proud of?
I’m most proud of the design of Eagle and how it looks. We built five beautiful parks during my tenure. I worked with a lot of organizations to get projects completed. Our look and feel is unique with no billboards.
In hindsight is there anything you would do differently?
During the 2008 recession we approved some large development agreements without any required timeline. I would ensure there was a timeline.
In your view, what is the purpose of the government?
My thought is that government should have a limited roll, ensuring people should be independent as much as possible. For Eagle, land use planning is important as is ensuring public health and safety and keeping taxes low.
Do you have any ideas on how Eagle City Council could save money?
We always need to be looking for ways to save money. We need to prioritize the necessities and ensure our expenses are sustainable.
What do you see as the biggest challenges/priorities for Eagle City Council?
We need to bring back decency and respect. We can’t stop growth but we can carefully guide it so we can provide for wide range of people moving here.
The small businesses in downtown Eagle have been struggling since COVID and all the construction. What will you do to help these businesses?
Small businesses are the backbone of our community. First, I’ll work with ACHD to get projects completed as fast as possible. I’ll work with the Eagle Chamber of Commerce to bring events back to downtown. I will work to ensure the permitting process and obtaining business license is as simple as possible. We need to ensure West State Street is included in our considerations.
The City of Eagle has multiple income streams. List as many as you know. (property tax, sales tax, liquor tax, building permits, impact fees. Are the current revenue streams sufficient? What would you do to increase/decrease revenue?
Streams included property tax, permits, federal grants, and events.
Idaho is a budget driven state when it comes to property taxes. What are the limiting factors for raising the budget of a taxing district in the State of Idaho?
It should be by a vote of the people. The current cap is 3% by a vote of the council. We need to make sure we live within our means. We need to balance the needs, the wants, and the wishes.
Where do you get your information about the City Council and what is going on in the city?
I go to a lot of meetings and watch the meetings online. I try to get the information directly from the original sources.
What is your plan to manage both residential and commercial growth in Eagle?
Small businesses are the backbone of our community. First, I’ll work with ACHD to get projects completed as fast as possible. I’ll work with the Eagle Chamber of Commerce to bring events back to downtown. I will work to ensure the permitting process and obtaining a business licences is as simple as possible. We need to ensure West State Street is included in our considerations.
