Chris Bruce
Hi. I am Chris Bruce. I began my career in mortgage origination in 2001, after growing up in Georgia. Currently, I serve as the Kuna City Council president and participate in both the municipal public works and economic development committees. I previously contributed to the board of directors for the Kuna Chamber of Commerce. A survivor of Leukemia ALL, I am also a life group leader at Changed Life church. I have been married to my spouse, Kyrsti, for over 20 years and we have two teenage sons, Madox and Paxton.

Why are you running for this office?
I’m seeking reelection to continue to manage growth, protect Idaho’s resources, continue adding transparency to the council and get community involved whenever possible.
What are your qualifications?
I have four years of planning and zoning experience in this position. My background in finance has given me experience in budget management, and I’ve held leadership roles in multiple positions.
If elected, what are your goals?
I would like to continue cutting the budget and continue adding transparency. I pushed to add live streaming of public meetings. I also pushed to add a public comment section to the agenda. We set up a future land use committee and added community members so they could help plan the future of our city. Community involvement is one of the most important parts to local government.

I have served in the following ways:

State Representative District 23.
Legislative committees: Revenue and Taxation committee, Commerce committee. Environment energy and technology committee. Municipal public works committee. Economic development committee.
Former member of the board of directors for the Kuna Chamber of Commerce.
Cancer advocate for the leukemia society.
Superintendent’s Advisory Council – Kuna school district.

Do you consider yourself fiscally conservative?
Yes. I have worked to cut taxes and spending. Government can always find a way to spend money. There is no reason to continue raising taxes every year. Government has taken on more than our founders intended.
Do you consider yourself socially conservative?
Yes. I believe in family and citizen responsibility.
What are the primary challenges and priorities for this office?
Growth and the over-crowdedness of traffic and schools
What do you believe is the most pressing issue facing our city right now, & how would you address it?
The city is often constrained by regulations once properties are annexed, making it difficult to implement changes afterward. Therefore, it is important to be more deliberate and thoughtful when annexing property into the city.
How do you balance long-term development & growth with maintaining the character & history of our city?
Kuna was historically a farming community, but with farmers selling their land, the city’s character is changing. To preserve Kuna’s agricultural identity, a more deliberate approach to annexation is needed, prioritizing the protection of agricultural lands.
What improvements would you like to make in the area of Planning & Zoning?
Legislative authority, particularly concerning rezoning and annexations, represents the broadest scope of power. It’s crucial to consider the impact of increased traffic, as current city development often precedes adequate traffic management. Planning & Zoning should prioritize evaluating how individual citizens’ quality of life is affected by these decisions.
How do you plan to ensure that our city’s budget is managed responsibly, especially in light of economic uncertainties including the economic uncertainties of your constituents?
Last year, a more thorough budget analysis was expected but not implemented. Currently, directors report to the treasurer, who makes financial decisions. A longer analysis process, originally planned for last year, will be in place this year. Directors should instead report to the City to determine the appropriate course of action.
What are your views on raising taxes to fund city programs or infrastructure improvements?
I have consistently voted against raising taxes for the past two years. Developers are responsible for the majority of impact fees, as well as road and infrastructure costs.
How will you ensure transparency in your decision-making process and communicate with constituents?
I will actively involve community members by including them in various planning meetings and task forces. I will also continue to advocate for implementing the live stream options for meetings and to include the public comments section for City Hall meetings
