I was elected to the Yorba Linda City Council in 2016 and re-elected unopposed in 2020. I served as Mayor in 2020, navigating the city through the pandemic, social unrest, responsible growth, and wildfires while maintaining a budget surplus. I also served as a City Finance Committee member, Orange County Fire Authority Director, and Commissioner for Orange County Waste Management and Recycling. Why are you running for this office?

I have 8 recent years of experience in city government and managed a beautiful city through growth for residents with high expectations – like Eagle

What are your qualifications?

8 years of city government and county experience, board positions on state organizations, national committee positions

If elected, what are your goals?

My focus is forward: responsible growth, public safety, protecting water and private property rights – grounded in Eagle’s own plans and history, not imported ideas. I’d love to streamline the small business opening process!

What experience do you have serving on boards, commissions, non-profits, etc. where you have been of service to others?

I will provide a list: The OC YMCA, Financial Partners Credit Union, OC Waste Management and Recycling Commission, Transportation Corridors Agency, OF Fire Authority, City of Yorba Linda; Mayor/Councilwoman, Treasurer Nurse Practitioners of Idaho, President California Association for Nurse Practitioners, American Association of Nurse Practitioners – Health Policy Committee.

Do you consider yourself fiscally conservative?

Absolutely, I do not spend money I don’t have and manage organizations the same way- if I don’t have full support from a board, I build consensus, collaborate, and succeed.

Do you consider yourself socially conservative?

Yes, however, I do not insert myself in marriage issues.

As a former City Councilwoman and Mayor, what accomplishment are you most proud of?

I was very effective in explaining controversial topics to constituents and ensuring they had access to essential information. I helped negotiate infrastructure savings of over $1 million when In and Out came to Yorba Linda.

In hindsight is there anything you would do differently?

The city’s website is not as user friendly as I would like. I would be more engaged right away to ensure it was updated.

In your view, what is the purpose of the government?

It should be as limited as constitutionally possible. Public safety is the priority at a local level. Financial stewardship is crucial. Responsible development is also a priority while keeping Eagle’s small town charm.

Do you have any ideas on how Eagle City Council could save money?

We should pause non-priority projects and analyze current projects.

What do you see as the biggest challenges/priorities for Eagle City Council?

Our challenges include a higher volume of residential development versus commercial development. The city has some unfunded projects that need to be completed.

The small businesses in downtown Eagle have been struggling since COVID and all the construction. What will you do to help these businesses?

There are a number of options to explore. Research grants and state and federal money may be able to help. Directing businesses to the Chamber of Commerce is another option. We can explore providing them some resources to help boost their businesses such as monthly events to highlight their business and quarterly recognition.

The City of Eagle has multiple income streams. List as many as you know. (property tax, sales tax, liquor tax, building permits, impact fees. Are the current revenue streams sufficient? What would you do to increase/decrease revenue?

Revenue streams include sales tax, property tax, impact fees, park in lieu fees. I would streamline the permitting process for business owners so they are more inclined to open their businesses here in Eagle. As a small business owner in Eagle, I went through the process step-by-step and know the challenges. Also, the new sportspark can provide increased revenues through events and tournaments. Ensuring all developments pay impact fees and save taxpayer money. Increase volunteerism for city projects.

Idaho is a budget driven state when it comes to property taxes. What are the limiting factors for raising the budget of a taxing district in the State of Idaho?

There is a 3% limit. If more is needed, you can look at foregone amount..

Where do you get your information about the City Council and what is going on in the city?

I rely on the city website for most of my information, watching city council meetings online I’ve also attended meetings in person. I also watch conversations on NextDoor to get a sense of what neighbors are discussing and their concerns.

What is your plan to manage both residential and commercial growth in Eagle?

It’s very important to manage growth. I really like the current plan to keep density at a maximum of 2 homes per acre. Private property rights are also very important. We need to study commercial growth such as Costco at Hill and 55. Traffic is a big concern. We should also help small businesses come to town. We should make it easier for them to establish their business.
